Staves can be really good, if they're ultra powerful (legendary tier ayanad/t7 or celest or higher erenor). But, there are a lot of arguments that could be made for Dagger + Scepter wielding.

First off, the cut to your attack speed, which does help mages. Faster animation speeds, lowered cooldown times for actions, not to mention potentially beating a DR to the punch with that overwhelm. If yours is faster, you'll hit first.

Secondly, you can nearly, if not entirely overcome the loss in raw magic damage (+-20 raw magic attack vs an equivalent staff) by dual wielding scept and obsidian dagger. This requires more gold and resources, as you need to get at least a divine level dagger to close the gap in most cases, but this overcomes the damage loss from not having a staff, + giving you dual wielding benefits. In addition, it makes it easy to swap to a shield to save your ass if some micro penis darkrunner jumps on you.

Third, daggers usually come with some great additional bonus benefits that can further your mage play even more than you would be able to with just a staff. Check out the insanity point. If you dual wielded that with say, an erenor celest scepter, you'd be chocking up at around 1100-1200 magic damage with some decent armor, with about 15% attack speed reduction (bringing you to 85%) and an additional 8% cast time reduction to add to whatever you've already knocked off with other gems. That's a huge amount of stat bonuses. Staves are shit, unless they're ultra powered, which is really difficult to get. Go with the scepter man. Don't cheat yourself. If you invest into a staff, unless you hit that legendary, you're gonna regret it.
